Changing the electricity supplier is free.

According to ANRE Order No. 234/2019, suppliers are not allowed to charge fees for changing the supplier.

Possible costs associated with changing the supplier:

  1. If you have a fixed-term contract – Some contracts may include early termination clauses, and the current supplier may charge a penalty if you leave before the contract expires.
  2. Consumption regularization – The last bill issued by the current supplier will include the actual consumption up to the point of change.
  3. Deposit paid to the old supplier – If you paid a deposit to the current supplier, check the contract to see how and when it will be returned.

Changing the electricity supplier will be done in compliance with the contractual conditions and the Regulation on the organization and operation of the online platform for changing the electricity and natural gas supplier and for contracting the supply of electricity and natural gas, approved by ANRE President’s Order No. 3/2022, with subsequent amendments and completions.

No, during the process of changing the supplier, the continuity of electricity supply to the consumption point is ensured.

You will not be left without power when changing the electricity supplier. The change process is done without interrupting the power supply because:

  1. The distribution network remains the same – The supplier is only the intermediary selling you the energy, but the transport and distribution are managed by the distribution operator (e.g., Enel, E-Distribuție, Delgaz Grid, etc.).
  2. Changing the supplier is an administrative process – A new contract is signed, and the transfer is made without physically intervening in your installation.
  3. ANRE regulates this process – The procedure is clearly established by ANRE regulations to avoid any problems in the power supply.

No, you will not be without power if your supplier goes bankrupt. In such a situation, the electricity supply is ensured by the Last Resort Supplier (LRS) designated by the National Energy Regulatory Authority (ANRE).

Changing the energy supplier does not involve technical modifications; the only change is the contract price. The quality of the energy will remain the same, according to the Connection Technical Approval for each consumption point.

The transport, system services, distribution, and high-efficiency cogeneration tariffs are established and regulated by ANRE (National Energy Regulatory Authority).

The supply of electricity is done only based on the electricity supply contract concluded between Vienna Energy Forta Naturala S.R.L. and the final consumer.

The contract establishes the relationship between the supplier and the consumer regarding the supply of electricity, including billing and payment.

The electricity supply contract is concluded under the conditions established by the connection technical approval, which is an integral part of the contract, for a certain period, agreed upon by both parties. In situations where there is a connection technical approval from a previous contract at the respective consumption point, it can be taken over in a new contract, under the conditions provided in the Regulation on the connection of users to public interest networks and in the framework contract approved by ANRE.

The content of the electricity supply contract is agreed upon between the contracting parties, respecting the provisions of the Regulation on the supply of electricity to consumers.

The electricity supply contract mainly includes the following elements:

  • the identity of the contracting parties and their legal representatives, specifying the address of the headquarters/residence and contact details;
  • the object and duration of the contract;
  • the price or type of tariff applied, the payment methods and conditions;
  • the rights and obligations of the contracting parties;
  • the supplier’s obligation to pay for all damages caused by its fault to the final customer;
  • the annexes of the network contract concluded with the Network Operator to which the consumption point is connected;
  • specific clauses for the customer category provided in the applicable regulations;
  • the annexes of the electricity supply contract.

These codes are alphanumeric codes available to customers on the bill and the supply contract.

These are useful for correct identification in our information systems and in our relationship, such as: bill payment, modification of the supply contract, etc.

  • customer code – is found on the bill and has 10 digits (starts with the number 9)
  • POD – is the identification code of the consumption point, assigned by the Distribution Operator:

– Muntenia, Banat, Dobrogea Electric Networks area – alphanumeric characters, the code starts with RO … and has 15 characters.
– Delgaz Grid area – alphanumeric characters, the code starts with EMO … and has 10 characters.
– Distribution Energy Electric Romania area – numeric characters, the code starts with 594 … and has 18 characters.
– Distribution Energy Oltenia area – numeric characters, the code starts with 594 … and has 26 characters.

The POD code represents the unique code for each energy measurement point. This code is automatically generated by the Distribution Operators when a new measurement point is activated, based on the connection technical approval (ATR) or the Connection Certificate (CR).

The codes are usually alphanumeric (contain letters and numbers), are found in the ATR and CR, and on electricity bills, and differ from one distributor to another, from one consumption point to another.

According to Law no. 226/2021 and ANRE Order no. 235/2019, vulnerable customers are exclusively household consumers (individuals) who are in one of the following situations:

  • Low income – individuals who receive social assistance for energy.
  • Health issues – dependent on medical equipment powered by electricity.
  • Advanced age – retirees without other sources of income who cannot cover their energy costs.
  • Geographical isolation – individuals living in hard-to-reach areas without alternatives to electricity.
  • Companies, SMEs, and large businesses have other protection mechanisms, such as contractual negotiations.

Distribution operators are companies that manage and maintain electricity distribution networks, ensuring the transport of energy from the transmission networks (managed by Transelectrica) to end consumers (individuals and legal entities).

The main operators are:

Rețele Electrice România (part of the PPC group): Muntenia, Dobrogea, Banat;
Distribuție Energie Oltenia – serves the counties of Dolj, Gorj, Olt, Teleorman, Mehedinți, Vâlcea, and Argeș.
Delgaz Grid – distributes energy in the Moldova region and part of Transylvania.
Distribuție Energie Electrică România (DEER): operated by Electrica SA, covers the regions of North Transylvania, South Transylvania, and North Muntenia.
